I think Riki would win easily. I don't think there's nobody who would be a match for him.

Hougen is strong and very durable, but Riki can kill bears on his own and has multiple powerful techiques that would severely injure or straight up kill Hougen. Riki's Shiroi Senko decapitated one of Akakabuto's elite guards and he didn't even seem slightly tired after using it.
