Depends on what countries they license it in I guess? For example Netflix used to only have the Japanese with subs of Kill la Kill until they eventually got the rights to a pre-existing English dub. The subtitles were their own.
And of course, Netflix also has its own "Netflix original" anime, so they do all the subbing themselves for those too.
